- A new Fukuda doctrine: If this report of the Japanese PM's recent foreign policy speech is right, chalk it up as more evidence of a trend (although I use the term reluctantly) toward a renewed emphasis on diplomacy. If anyone has a full English translation of the Fukuda address, grateful for a steer (UPDATE: Tobias from Observing Japan shows me the way).
